The film plan began to be prepared before the release of "Dragon Ball Super Broly" in 2018. Akira Toriyama, the original author of the manga "Dragon Ball", is responsible for character design, story and script in this work. It is also the 21st animated film in the "Dragon Ball" series and the second animated film in "Dragon Ball Super". In addition, due to the influence of Disney's acquisition of 21st Century Fox, 20th Century Studios (formerly 20th Century Fox) no longer participated in the distribution of this work, so this work became the first work in the series since "Dragon Ball Z: Gods and Gods" to be released by Toei alone.
