Johnny (Keanu Reeves) is an FBI agent who is investigating a series of bank robberies with his old partner Papas (Gary Busey). However, the cunning criminal gang is rigorous and shrewd, and each crime is disguised as a mask of several former presidents. The only clue in Johnny's hand is Papas's reasoning: the criminal is likely to be a surfing enthusiast. In order to solve the case as soon as possible, Johnny decided to go to the beach to learn surfing to find clues.
