It tells the story of a rare criminal who signs an open murder contract with a 20 billion won bounty after being released from prison. Jo Jin-woong plays Baek Joong-sik, a policeman who must protect the most heinous criminals from citizens seeking the bounty. Yoo Jae-myung plays Kim Guk-ho, a murderer who is released from prison 13 years later, and Kim Mu-yeol plays Lee Sang-bong, Kim Guk-ho's legal representative. Lee Kwang-soo plays Yoon Chang-jae, a butcher who tries to find the lost money. Heo Kwang-han plays the killer "Mr. Smile", whose father is Korean and mother is Taiwanese, and who comes to Korea on behalf of someone.
