In 1887, Qiang (Jackie Chan), who served as a sheriff in a town in the west, suddenly received a letter from home. He was shocked to hear that his father, who was guarding the imperial seal, was killed and the seal was missing. His sister Ling (Fan Wenfang) tracked the criminal all the way to England. So Qiang hurried to New York to find his old friend Roy (Owen Wilson). Qiang wanted to use the royal gold he got last time to help him, but Roy, who was a playboy and boastful, had gambled away all the gold and now became a waiter who occasionally sold his body. Although Qiang had no choice, he still took Roy to England. Ling, who arrived in England earlier, followed her enemy Resburn for many days. The latter was hiding a major conspiracy involving Qing and Britain. It turned out that Wu Chao (Donnie Yen), the emperor's younger brother who was born as an illegitimate son, joined forces with Resburn to seize the imperial seal and planned to launch a mutiny in order to seize the throne. Qiang, who rushed to the scene, decided to stop Wu Chao at all costs for revenge and family honor.
