During the Anti-Japanese War in 1944, Tang Fei, a secret intelligence worker of the Communist Party of China who infiltrated the Linhe Police Department of the Puppet Manchukuo as the criminal section chief, carried out the "Mudan Ula" strategy of the Soviet Far East Intelligence Bureau under the leadership of Cheng Guoxun, secretary of the Linhe Provincial Committee of the Chinese underground party, and Grasim, director of the Soviet Far East Intelligence Bureau.
