In the Fourth Middle East War in 1973, an Israeli fighter plane carrying nuclear weapons was destroyed in Syria, and the nuclear bomb was buried by time and sand. However, 29 years later, the nuclear bomb was dug up by a civilian couple and sold cheaply to arms dealers, and finally sold to terrorists, who were planning a nuclear explosion at a busy gathering place in the United States and blaming it on Russia, intending to provoke a new round of world war. When the young and alert CIA intelligence analyst Jack Ryan (Ben Affleck) met with the new Russian president, he vaguely felt that something was wrong, and quickly saw through the terrorists' shocking conspiracy through his eyes. However, Ryan's judgment failed to be taken seriously by the bureau. When he was at a loss, he got the trust and cooperation of the senior and wise old analytical consultant William Cabot (Morgan Freeman).
