Philip Perry (T.J. Lowther), a single child, is very strict with his mother. The 8-year-old Philip has never even participated in a Halloween candy-seeking game. Two criminals from a nearby state prison successfully escaped, took Philip hostage, and fled to the Texas border. On the way, Butch (Kevin Costner), one of the criminals, killed his reckless and stupid accomplices, but took good care of little Philip. At the same time, Texas detective Reed (Clint Eastwood) led his men and the governor's special crime expert Sally (Laura Dern) to quickly hunt down Butch.
