The film tells the story of the US government wanting to hire someone to go deep into a South American country to overthrow the local dictatorship, but no one dared to accept such a mission. In the end, this mission fell on a special operations team led by Stallone. Stallone's leader Barney Ross is a man with nothing to lose. He is far-sighted but cynical.
