The story takes place in the not-too-distant future of 2030. In order to reduce the high crime rate, all babies born are forced by the government to have chips implanted in their pupils. Although this practice effectively prevents the occurrence of crimes, it also means that all people live under government surveillance for life and have no privacy. In such an era, a group of hackers emerged who were able to remotely modify the images recorded by the chip through superb technology. This group of people was called "Anonymous". The multiple murders in the first-level capital have caused local residents to panic. The detective Sal (Clive Owen) in charge of the investigation found that a mysterious anonymous member (Amanda Seyfried) was inextricably linked to the case.
