Ibu Tsutomu (Kei Tanaka), who wears glasses and looks like an office worker, was a mad dog who was brave and aggressive in the underworld. Ibu works at the Momiji Judicial Union Office, where he serves as a judicial scrivener. He is knowledgeable and eloquent, and can patiently help clients solve various difficult problems. Sometimes when he encounters unconventional practices, he is more cowardly and pretends not to see them.
