Police officer Huang Wei (played by Tony Leung) was seconded to investigate a case involving a police officer's crime. In order to collect evidence, Huang Wei took the risk of being imprisoned. The prison under the jurisdiction of the warden of Fire Island (played by Ko Chun-hung) was full of violence, injustice, and institutionalized prisoner fights. Huang Wei soon met his roommate Xiao Zhu (played by Tuo Zonghua) and Liu Shijie (played by Sammo Hung) who escaped from prison many times because he missed his son, and experienced the baptism of imprisonment of gangster Dalin (played by Gao Jie). Billiard player Dachui (played by Jackie Chan) was imprisoned for accidentally killing the brother of gang leader Gangzhu (played by Andy Lau).
