This drama tells the story of Jim Hacker, a member of the shadow cabinet of the opposition party, who got the post of Minister of the Department of Administrative Affairs (DAA) after helping his party win the general election. From then on, he began to face the civil service system headed by Sir Humphrey Appleby, the secretary of the department, and Bernard, his public private secretary, who is also a civil servant, was caught in the middle. In the various conflicts between the politicians represented by Hacker and the civil servants represented by Appleby due to governance, the relationship between the two kept changing, covering up each other and exposing each other's old bottom. At the same time, the various unknown drawbacks and shady dealings in the British political system (including the party system and the civil service system) are also presented to the audience. Of course, all of this is unfolded through a lot of comedy plots and lines. In the second half of this series, "Yes Prime Minister", Hacker became prime minister through party struggles, and Appleby had already become the prime minister's secretary before him. The story of the two moved to 10 Downing Street to continue.
