In the near future, the drug epidemic has gotten out of control. An extremely addictive illegal drug called "D Pill" is popular in the United States. The government authorities have to use high-tech surveillance systems to fight the out-of-control situation. Undercover narcotics agent Fred (Keanu Reeves) uses the alias Babu Ater to try to track the source of drugs.
