Five days after the Great Kanto Earthquake (September 6, 1923), a mass killing of Japanese occurred in Fukuda Village, Chiba Prefecture. At that time, 15 drug dealers from Kagawa Prefecture, Shikoku, were traveling to Kanto. They passed through Fukuda Village on the way and took a short break at a shrine near the ferry terminal before taking a boat to Ibaraki Prefecture. The dialect (Sanuki-ben) spoken by these merchants from Kagawa was different from that of Fukuda Village. Fukuda Village was in a state of collective panic because of "fear of being attacked by Koreans". More than 100 villagers were fully armed to hunt witches. They firmly determined that these 15 merchants from Kagawa were Koreans and killed 9 of them. The victims included 3 young children and 1 pregnant woman.
